Examination regulations

For Airline Transport Pilot License (ATPL) Commercial Pilot License (CPL) Instrument rating (IR/BIR/CB-IR).

Registration for the examination

1. Registration for the theoretical examination must be sent via an approved flight school (ATO). Form NF-1139 Registration of the theoretical examination ATPL/CPL/IR/BIR/CB-IR must be used. The registration must be sent to the Norwegian Civil Aviation Authority no later than six weeks before the candidate is admitted to the first theoretical examination. No new registration must be sent for re-examination.

2. If a candidate wants to start a new round of examinations before finishing all attempts and sittings or is still within 18 months, this must be applied through the ATO. The application is sent to the Norwegian Civil Aviation Authority. When approved, a new application, form NF-1139, must be sent to the Norwegian Civil Aviation Authority.

3. Former holders of a national certificate wishing to reissue the certificate should contact the Norwegian Civil Aviation Authority to assess theoretical competence.

Private candidates

4. Candidates who have completed military aviation training and meet the requirements of AIC-N 15/22 (in Norwegian) may register as private candidates.

5. The holder of an ATPL certificate issued by a third country which satisfies the requirements of the Regulation on the Certification of Crew Members (EU) 2020/723, article 3 (c), may register as a private candidate.

6. Candidates who will take CPL examinations for issue of FI (Flight Instructor) in accordance with FCL.915.FI(b)(2)(i) or FCL.915.FI(c)(2) may register as a private examination candidate.

Booking of examination time

7. Norwegian ATOs book examinations for their candidates. Private candidates and candidates from foreign ATOs book the examinations themselves. When the booking is completed, the candidate receives a confirmation e-mail.

Booking for re-examinations is done the same way as for the first-time examination.

Booking and booking cancellations can only be made if the booking period is open. See a separate overview of the exam periods. Booking is binding after the booking period has ended.


8. A doctor's declaration must be sent to the Norwegian Civil Aviation Authority if a candidate becomes ill. A doctor's declaration must be issued when an illness occurs. The doctor's declaration must contain confirmation that the candidate cannot attend the examination.

9. Invalid absence is considered an attempt and use of an examination period (sitting), and an invoice will be sent.


10. The fee for the theoretical examination is stated in the Regulations on fees to the Civil Aviation Authority (BSL A 1-2) (in Norwegian).

11. The candidates will be invoiced per subject after the theoretical examination. Upon re-examining the subject where the candidate is booked and has an invalid absence, he or she will be invoiced.

Start of Examination

12. The candidate must be at the location at least 30 minutes before the examination starts. The candidate must follow instructions from the staff at the traffic station.

13. The candidate must show valid credentials before the examination starts. The candidate can be expelled from the examination if no credentials can be presented.

14. The candidate must immediately sit down in the designated place. The candidate must not leave the room or change seats without permission from the exam invigilator.

15. The examination starts at the notice of the exam invigilator.

16. Bags, outerwear, mobile phones, wristwatches, smart watches, ordinary watches and the like must be stored according to instructions from an employee at the traffic station.

17. Employees at the traffic station will check that the candidate has only aids that can be used in the examination.

During the examination

18. It is not allowed to contact other candidates while the examination is in progress. Cheating or attempted cheating will result in exclusion from the examination.

19. You are not allowed to take a break as long as you are logged in to a subject. Breaks can only be taken between two subjects. The exam invigilator should be contacted if a break is needed.

20. Comments and questions related to the subject are written in the comments box in the examination program itself. The exam invigilator cannot clarify academic questions.

21. The exam invigilator provides all draft or overhead papers used in the examination. Used drafts and overhead papers shall be delivered to the exam invigilator after the examination. It is not allowed to bring drafts or overhead paper out of the examination room.

22. If problems arise with the PC or the examination program, the exam invigilator must be informed immediately to be able to document longer stops that may affect the examination. Complaints about problems related to the PC or examination system must be registered in writing by the exam invigilator before the candidate leaves the examination room on the examination day.

23. In the event of a system failure that lasts more than 5 % of the allowed time in the subject, it may be possible to take a new test in agreement with the Norwegian Civil Aviation Authority. The initial trial attempt will be cancelled.


24. The Norwegian Civil Aviation Authority shall be notified as soon as possible if any cheating or attempted cheating is detected. The exam invigilator must confiscate draft papers, notes or other evidence that the candidate has cheated.

25. Marking or other loose notes are not allowed in the General Student Pilot Route Manual.

26. The aids shall not contain any written material other than as originally published. It is allowed to be marked with a marker/highlighter. Notes and loose sheets are considered cheating.

27. Mobile phones with the candidates during the examination are counted as attempts at cheating regardless of whether the phone is turned on or turned off.

28. No earplugs or earphones are allowed. It is also not allowed to use or wear equipment with a recording function. Examples of such equipment may be a camera, camera pen or camera glasses. This list is incomplete, so using any recording equipment will be considered cheating.

29. If actions considered cheating or attempted cheating are observed, the candidate will be banned from taking new examinations for at least 12 months.

Examination result

30. The examination result is available to the candidate immediately after the theoretical examination is completed and will also be sent to the candidate by e-mail the same day.

31. Candidates who have passed all subjects will receive diplomas sent by mail.

32. The validity of the theoretical examination is specified in Part-FCL.025.

Access and transparency

33. When receiving, the candidate has the right to access their examination answers. The right of access follows Chapter IV of the Public Administration Act. Access applications must be in writing and sent through the flight school.

34. Access shall be made at the Civil Aviation Authority's premises in Bodø by further agreement.

35. The permitted aids for access are the same as for the examination. In addition, the candidate or the representative may use textbooks and syllabuses. However, using a PC, mobile phone or other equipment with communication capability is not allowed.

36. In the case of access carried out by others other than the candidate, a representative must be presented. The authorization must be dated, state which examination the authorisation is valid for, and it must be signed by the candidate.


37. Candidates who take the Norwegian Civil Aviation Authority examination may complain about the assessment after the results are given. The right to appeal the results follows Chapter VI of the Public Administration Act. A complaint must be in writing and sent through the flight school.

38. Comments made in the exam system during the exam may be used as a supplement when processing complaints.

39. If a complaint causes more than 15 % of the total number of questions in a subject to be cancelled, the Norwegian Civil Aviation Authority will consider whether the examination in the subject should be cancelled.

40. Complaints about the examination room, noise, lighting conditions, and the like should be addressed with the exam invigilator immediately when the problem arises.

41. Complaints concerning computer-technical matters must be registered with the exam invigilator before the candidate leaves the room on the examination day. Complaints received after this will be rejected.

42. If the examination is cancelled after paragraphs 40 and 41, the candidate can re-sit the examination. A cancelled examination is not considered an attempt, and no new fee is required for this examination.

43. Appeals against expulsion and/or exclusion from the examination must be made within 21 days of the decision to exclude or expel.

44. If a candidate chooses to retest before the appeal is finalized, the highest result will apply. The candidate will be billed for the re-examination regardless of the result of the complaint.

Time limits

45. An examination may be taken up to four times in each subject.

46. The candidate may attend the examination six times (sittings). An ordinary examination period is considered one sitting.

47. All theoretical examinations must be passed within 18 months, counting from the end of the calendar month in which the candidate first took the examination.

Allowed aids

Candidates are responsible for bringing:

  • General Student Pilot Route Manual (GSPRM).
  • Conventional flight computer without an instruction manual. An electronic flight computer is not allowed.
  • Conventional plotter without an instruction manual.
  • Pencil/pen.
  • Compass (drawing tool).

The Civil Aviation Authority provides:

  • English / An English dictionary unrelated to aircraft or technical terms.
  • CAP 696, 697, 698 and 758.
  • Non-programmable calculator. A very simple calculator is available in the examination system itself. A private calculator is not allowed.
