Registration for the examination

1. Registration for the theoretical examination must be sent via an approved flight school (ATO). Form NF-1139 "Registration of the theoretical examination ATPL/CPL/IR/EIR/CB-IR" must be used. The registration must be sent to the Norwegian Civil Aviation Authority no later than 6 weeks before the candidate is admitted to the first theoretical examination. No new registration must be sent for re-examination.

2. If a candidate wants to start a new round of examinations before he or she finishes all attempts, sittings or is still within the 18-month period, this must be applied for through the ATO. Application is sent to the Norwegian Civil Aviation Authority.

3. Former holders of a national certificate wishing to reissue the certificate should contact the Norwegian Civil Aviation Authority for assessment of theoretical competence.

Private candidates

4. Candidates who have completed military aviation training and who meet the requirements of AIC N-33/19 may register as a private candidate.

5. The holder of an ATPL certificate issued by a third country which satisfies the requirements of the Regulation on the Certification of Crew Members (EU) 1178/2011, Article 8, paragraph 4, may register as a private candidate.

Booking of examination time

6. Norwegian ATOs book examinations for their own candidates. Private candidates and candidates from foreign ATOs book the examinations themselves. When the booking is completed, the candidate receives a confirmation email.
Booking for re-examinations is done in the same way as for the first-time examination.

Absence

7. If a candidate becomes ill, a doctor's declaration must be sent to the Norwegian Civil Aviation Authority. A doctor's declaration must be issued when an illness occurs. The doctor's declaration must contain confirmation that the candidate cannot attend the examination.

8. Invalid absence is considered as an attempt and use of an examination period (sitting). If the candidate has an invalid absence but wishes to book time for a new examination, the candidate must contact the Norwegian Civil Aviation Authority.

Fees

9. The fee for the theoretical examination is stated in the Regulations on fees to the Civil Aviation Authority etc. (BSL A 1-2).

10. Upon registration of the examination, the candidate will be invoiced for the full theoretical examination. Upon re-examination, the candidate will be invoiced per subject after the theoretical examination. Paid fees will not be refunded, e.g. if training is ended.

Start of examination

11. The examination candidate must be present at the examination location at least 30 minutes before the examination starts. The candidate must follow instructions from the staff at the traffic station.

12. The candidate must show valid credentials before the examination starts. If no credentials can be presented, the candidate can be expelled from the examination.

13. The candidate must immediately sit down in the designated place. He or she must not leave the room or change seats without permission from the exam invigilator.

14. The examination starts at the notice of the exam invigilator.

15. Bags, outerwear, mobile phones, wristwatches, smartwatches, ordinary watches and the like must be stored according to instructions from an employee at the traffic station.

16. Employees at the traffic station will check that the candidate has only aids that are allowed to be used in the examination.

During the examination

17. It is not allowed to have contact with other candidates while the examination is in progress. Cheating or attempted cheating will result in exclusion from the examination.

18. You are not allowed to take a break as long as you are logged in to a subject. Breaks can only be taken between the two subjects. The exam invigilator should be contacted if a break is needed.

19. Comments and questions related to the subject are written in the Comments box in the examination program itself. These are reviewed by the Norwegian Civil Aviation Authority. The exam invigilator cannot clarify academic questions.

20. All draft paper used in the examination is provided by the exam invigilator. Used draft papers shall be delivered to the exam invigilator after the examination. It is not allowed to bring draft papers out of the examination room.

21. If problems arise with the PC or the examination program, the exam invigilator must be informed immediately to be able to document longer stops that may affect the examination. Complaints about problems related to the PC or examination system must be registered in writing by the exam invigilator before the candidate leaves the examination room on the examination day.

22. In the event of a system failure that lasts more than 5% of the allowed time in the subject, it may be possible to take a new test in agreement with the Norwegian Civil Aviation Authority. An initial trial attempt will be cancelled.

Cheating

23. The Norwegian Civil Aviation Authority shall be notified as soon as possible if any cheating or attempted cheating is detected. The exam invigilator must confiscate draft papers, notes or other evidence that the candidate has cheated.

24. Marking or other loose notes are not allowed in the General Student Pilot Route Manual.

25. Mobile phones that are with the candidates during the examination are counted as attempts at cheating regardless of whether the phone is turned on or turned off.

26. No earplugs or earphones are allowed. It is also not allowed to use or wear equipment with recording function. Examples of such equipment may be a camera, camera pen or camera glasses. This list is not complete, so the use of any recording equipment will be considered cheating.

27. If actions that are considered cheating or attempted cheating are observed, the candidate may be banned from taking new examinations for a minimum of 12 months.

Examination result

28. The examination result is available to the candidate immediately after the theoretical examination is completed and will also be sent to the candidate by email the same day.
Candidates who have passed all subjects will receive diplomas sent by mail.

29. The validity of the theoretical examination follows the periods specified in Part-FCL.025.

Access and transparency

30. When receiving, the candidate has the right of access to his or her own examination answers.

31. The right of access follows Chapter IV of the Public Administration Act. Applications for access must be in writing and sent through the flight school.

32. Access shall be made at the Civil Aviation Authority's premises in Bodø by further agreement.

33. The permitted aids for access are the same as for the examination. In addition, the candidate or the representative may use textbooks and syllabuses. However, it is not allowed to use a PC, mobile phone or other equipment with communication capability.

34. In the case of access carried out by others than the candidate, a representative must be presented. The authorization must be dated, it must be stated which examination the authorisation is valid for and signed by the candidate.

Appeals

35. Candidates who take the examination for the Norwegian Civil Aviation Authority may complain about the assessment after the results are given.

36. The right to appeal the results follows Chapter VI of the Public Administration Act. A complaint must be in writing and sent through the flight school.

37. If a complaint causes more than 15% of the total number of questions in a subject to be cancelled, the Norwegian Civil Aviation Authority will consider whether the examination in the subject should be cancelled.

38. Complaints about conditions relating to the examination room, noise, lighting conditions and the like should be addressed with the exam invigilator immediately when the problem arises.

39. Complaints concerning computer-technical matters must be registered with the exam invigilator before the candidate leaves the examination room on the examination day. Complaints received after this will be rejected.

40. If the examination is cancelled after paragraphs 38 and 39, the candidate is given the opportunity to re-sit the examination. Canceled examination is not considered an attempt and no new fee is required for this examination.

41. Appeals against expulsion and/or exclusion from the examination must be made within 21 days of the decision to exclude or expel.

42. If a candidate chooses to retest before the appeal is finalized, the highest result will apply. The candidate will be billed for the re-examination regardless of the result of the complaint.

Time limits

43. An examination may be taken up to four times in each subject.

44. The candidate may attend the examination up to six times (sittings). An ordinary examination period is considered one sitting.

45. All theoretical examinations must be passed within a period of 18 months, counting from the end of the calendar month in which the candidate first took the examination.

Allowed aids

Candidates are responsible for bringing:

  • General Student Pilot Route Manual (GSPRM).
  • conventional flight computer without an instruction manual. Electronic flight computer is not allowed.
  • conventional plotter without an instruction manual.
  • pencil/pen
  • compass (drawing tool)

The Civil Aviation Authority provides:

  • English / English dictionary unrelated to aircraft or technical terms.
  • CAP 696, 697, 698 and 758.
  • Non-programmable calculator (Casio fx-82EX). A very simple calculator is available in the examination system itself. A private calculator is not allowed.

The aids shall not contain any written material other than as originally published. It is allowed to mark with marker/highlighter. Notes and loose sheets are considered cheating. Aids other than mentioned above are not allowed.
