Submitted Revised Draft Performance Plan for Norway

As a part of the EEA-Agreement, Norway has implemented Commission Implementing Regulation (EU) 2019/317 of 11 February 2019 laying down a performance and charging scheme in the single European sky. The regulation requires adoption of a performance plan for the air navigation services for the third reference period (2020-2024), either at a national level or at the level of a functional airspace block (FAB).

Norway has also implemented Commission Implementing Regulation (EU) 2020/1627 of 3 November 2020 on exceptional measures for the third reference period (2020-2024) of the single European sky performance and charging scheme due to the COVID-19 pandemic. This regulation requires the adoption of a revised performance plan.

Norway has recently submitted a revised draft national performance plan. The EFTA Surveillance Authority (ESA), supported by the Performance Review Body of the Single European Sky (PRB), is first expected to verify whether the draft performance plans submitted by Norway contains all the elements needed to assess compliance with the regulatory requirements.

Subsequently, if the plan is found to contain all necessary elements, ESA and PRB will proceed with a more thorough assessment of the national performance plan, considering whether the plan meets the performance target criteria set by the regulation and by the Commission Implementing Decision (EU) 2021/891 setting revised Union-wide performance targets for the air traffic management network for the third reference period.
