Submitted Draft Performance Plan for Norway

As a part of the EEA-Agreement, Norway intends to implement Regulation (EU) 2019/317 of 11 February 2019 laying down a performance and charging scheme in the single European sky. Such implementation requires adoption of a performance plan for the air navigation services for the third reference period (2020-2024), either at a national level or at the level of a functional airspace block (FAB).

Norway has now submitted a draft national performance plan to the EFTA Surveillance Authority (ESA). ESA is expected to verify whether the draft performance plans submitted by Norway contains all the elements needed to assess compliance with the requirements laid down in Regulation (EU) 2019/317.

If the plan is found to contain all necessary elements, ESA will proceed with a more thorough assessment of the national performance plan, considering whether the plan meets the performance target criteria set by the regulation and by the Commission Implementing Decision (EU) 2019/903 setting the Union-wide performance targets for the air traffic management network for the third reference period.
