Scheduled and non-scheduled flights to and from Svalbard – change of administrative practice

In connection with the publication of AIC I 03/15, parts of the text has by mistake been omitted. As a consequence the publication is re-issued. This publication replaces AIC I 03/15.

Scheduled and non-scheduled (charter) flights to and from Svalbard requires prior permission from CAA-Norway.

According to Royal Decree of 23 November 1973 No 3427 on aviation on Svalbard section 4, second paragraph, for every passenger flight to and from Svalbard, a passenger list must be forwarded to the Governor of Svalbard.

Regarding non-scheduled flights

In order to ensure compliance with the requirement above, commencing 4 July 2015, the passenger list must be included in every application for non-scheduled flights submitted to CAA-Norway.

Applications for non-scheduled flights to and from Svalbard must be submitted to CAA-Norway no later than 48 hours prior to the planned operation. If a flight is planned to be operated on a Saturday, Sunday or a Norwegian holiday, then the application must be submitted to CAA-Norway no later than 48 hours prior to that Saturday/Norwegian holiday. CAA-Norway will forward pertinent information to the Governor of Svalbard.

The application shall consist of:

  1. The full name, nationality and contact information of the operator
  2. Registration mark and type of aircraft to be used
  3. Complete routing, call sign and schedule
  4. The nature and purpose of flight
  5. The nature and amount of cargo
  6. Copy of the airline’s AOC (when relevant)
  7. Copy of valid insurance covering at least the third party liability
  8. Passenger list (both for the inbound and outbound flights)

CAA-Norway may require further documentation if deemed necessary.

Please note that the inclusion of a passport number in the passenger list is not required for Norwegian citizens travelling between the Norwegian mainland and Svalbard. Names must be written in Latin letters in accordance with how the name is spelled in the holder’s passport.

CAA-Norway processes non-scheduled flight applications in accordance with the Norwegian Aviation Act section 8-8, cf. section 2-2 and Royal Decree of 23 November 1973 No 3427 on aviation on Svalbard.

Regarding scheduled flights

As of the next validation period of scheduled flights to and from Svalbard, a condition for any permission will be that the passenger list is sent to CAA-Norway immediately after take-off.

Please note that the inclusion of a passport number in the passenger list is not required for Norwegian citizens travelling between the Norwegian mainland and Svalbard. Names must be written in Latin letters in accordance with how the name is spelled in the holder’s passport.

Otherwise, AIC-I 06/00 applies.
